I am going to tell you a story about what just happened to me three times in the same match.
Me: -Raging Shindruken.- His life: No effect. Me: -Raging Shindruken.- His life: No effect. Me: -Raging Shindruken.- His life: No effect. These attacks were not interrupted by a hadoken, helper, or anything else. They went through, I landed gracefully and sick-looking, but the attack had no effect. I also have this problem with E. Ryu's Raging Demon.
