No... anyone can host an unofficial tournament (all so far have been unofficial).

I strongly advise against it, seeing as tournament hosting is both arduous and frustrating.

just go to the tournaments section, go to which ever topic u want and ask to be entered in the tourney.

oh and just edit your post if u want to add something that way you wont risk getting flamed
