LOL. Um.. no. He's refering to fps (ie: frames per second, or how fast the game runs). It's good to have high fps. Ping is, in short, is the amount of time it takes for your data packets sent through the internet to be sent, interpreted, and returned. It's good to have low ping (ie: low amount of time wasted sending/recieving data packets). Do a http://whatis.techtarget.com/ search on any other terms you don't get.
