The truth about the internet - if you can give me info please do

Havoc: Ok i'm stupid so sue me I just figured something out and that is Microsoft Explorer. If I have a internet connection I can use Microsoft explorer I guess it came on the computer. The thang is it I can use it instead of my original internet and will I be charge for using Microsoft explorer. Is this what most of you guys used. Explain this for me if you can so all I know is that I have Two ways to connect to the internet.

inc: Internet Explorer is just a browser

you need to have an existing internet access to use it... so, use it all u want, u won't be charged...

Havoc: one more thing is restart the same thing as shut down
because after I delete all temporary files i shut down instead of restart did I do it wrong or anything would mess up
