I am new - And i have questions

well, i'm new. so please don't flame me for my stupid questions. just because i'm ignorant doesn't mean i don't have feelings >=(

anywayz....

can anybody tell me the basics? not as in 'this key is high punch', but as in how to rematch and other things when playing somebody 1 vs 1, how to make a tag request and other spiffy thing in 2 vs 2, and what exactly is the difference turbo and normal?

oh, and one more question

this is going to sound really stupid =/

can characters teleport? because when i play people online, they just kind of move really quickly. or is that just becaue there is a lot of lag, and therefor i don't see them move?
