Per characters' damaging rate - Is it equal?

actually, my point here...

if spidey has the MOST damaging hit rate, eventually, all players would chose him

for example (just an example, k?)

if my opponent choose spidey, then i choose ryu,
even if i choose ryu, there's nothing i have to worry about if he plays cheap on me bcoz if he use maximum spider on me, i can do the same damage if i use a super hadoken

thus, the game play would be based basically on the individual's game strategy or how GOOD his internet connection is...
