It depends on the minimum amount of energy or ki usable with each attack, not the user. What if Goku were to use a Shinkuu Hadouken? We have no idea how much damage it would do. It could destroy an ant, or an entire solor system. And Ryu with the Kamehameha. The same goes for him. Well, maybe not. We know the Goku, any other "Z" fighter fo rthat matter(trust me, Chaozu is stronger than Ryu, even if he's the weakest member of the team, or maybe Yajirobe is instead...nevermind) is stronger than Ryu, so they have much more potential using an SF attack than the SFer themselves be cause of their level of strength. Or maybe I'm wrong, but it doesn't always count on the user.
