fave trick of mine is rapidly tapping back. If the enemy is doing any attack, then I'll block multiple times, which builds the meter VERY quickly. Plus, you take little damage while doing it--if they use a super, just hold back; since you were already blocking a lot, your block will have priority over the super (unless you're really slow)

and why didnt you include chun li's fireball? it builds the meter really quickly, ESPECIALLY if you're really close to the enemy when you do it. Multiple hits, and a hugely built super meter to boot (first time i think I've used that phrase, btw).
