There's nothing wrong with Wolverine regaining health. Well, I lie. There's nothing wrong for me when Wolverine, as my opponent, attempts to regain health: a Wolverine that tries to heal in the middle of a fight is a Wolverine that's standing still. And a Wolverine that's standing still is a Wolverine that's sucking down some super hadoken.
If anything, Wolvie needs to be pumped up a bit-- anyone who manages to keep him at arm's length will utterly obliterate him. I recommend better hit priority and a longer range for his super jump. He needs to be able to get in close and deal some damage without relying entirely on cheap corner traps.
