Yeah the emperor was probably more powerful than yoda which is why he gave up even though they looked pretty even while fighting, but i'm sure the emperor let himself get into the position with mace Windu. He used his electricity on Windu, it hardly did any major damage and actually looked like it tired the emperor down, but when he did throw Windu out of the window he did it with ease. He probably wanted Anakin to chop Windu's arm off to see if he was ready to join the darkside.

What would have ended the war and more like what should have ended the war was Anakin's death. Obi Wan should have finished him off rather than leave him. Surely he could have sensed Anakin's life when he was leaving.
