Rose lost to Bison, actually. To be honest, Sakura's hadoukens can be as strong as Ryu's. Rose does not have Psycho Power, she has Soul Power which is totally different. She's is Bison's light side, yes.
but think of this:
Bison had the Psycho Drive, which totally increased his power, because he was evil, and the Psycho drive increases his power with the use of evil thoughts, etc. Rose, on the other hand, has no enhancements to speak of whatsoever. She literally is just herself, with nothing more than the power she has. Just because she knocked him on the ground, doesn't mean she defeated him. Actually, in SFA3, she loses to Bison.
So, basically, it's just a battle of pure skill between Sakura and Rose, and Sakura has skill to spare. Besides, why would you use a projectile attack against someone who absorbs projectiles? Also, Rose is dead, with Bison, because of Akuma killing Bison with the Shun Goku Satsu. This is because Rose became a part of Bison in SFA3, which happened before SF2 along with the rest of the Alpha series. ^-^

So r you saying that sakura is better than rose? i mean at least rose knocked bison on the ground. Sakura has never fought bison b4, and beside, even if she did i don't think she even has the chance of knock him down on the ground.(opinion)

tho she has no enhancement. she's still part of bison which makes her still little bit stronger than sakura, don't you think?

if sakura wouldn't use projectile against her, she might lose because rose doesn't have to move to attack sakura... most of her attacks are from a distant, giving her a huge advanage over sakura, wouldn't you think?(opinion)

she might be fast but she's still a little kid that's why her rival is not ryu because she's not even up to his level
