Yeah, I guess you are referring to the Tetsunamisenpuukyakuu (Tornado Kick in English). I am pretty sure it isn't called the Dragon Kick, but I could be wrong.

In English it is the Hurricane Kick (tornado, hurricane, just different oceans).
