That technique has little to do with manipulation. That is just gathering a lot of momentum, and then smashing it against something. While it is a good technique to use, it is very difficult to get the right amount of momentum to actually use it correctly. Then there is the send out of the force. Depending on how you send out the force pulled in, you may or may not be able to use it to your advantage. This same technique is visible in many many fighting styles; though it is highlighted in certain styles that contain the use of constant spinning and motion.
