I think that it just seems like Turbo isn't lagging as much. Even when the ping soars, I have noticed that it does not seem that Turbo is 'laggeriffic.'

Thing of it is, though, is that Turbo is going faster. It may not lag as much if both players have good computers. But if one of them doesn't... you do the math. Turbo mode actually does lag; it just moves so fast that you usually don't notice or see it (like the momentary teleportation to the other side of the screen and back lag response).

In all logic Normal should have less lag, but it doesn't seem like it... my head hurts now...
