I get kinda tired when people slam on Spiral. She might not be the best tag partner in the game under certain circumstances, but if used right, she can be devastating.
You already know that Spiral can teleport you and your adversary around the arena. This seems useless at first, but it's great for when you're stuck in some moves, like the Berserker Barrage. Simply teleport away! Also, she works very well against Ryu. (I usually play Ryu.) There's no doubt that you've been caught in his Hadoken super and been unable to avoid damage. If you high jump a lot, then there's a chance that you could sail overhead as Ryu initiates his super! If you're jumping forward, then try to get behind Ryu and use a super of your own, like the Berserker Barrage X or the Hurricane Kick super. If you're jumping backward, and you have Spiral as a Tag partner, then use her before you hit the Hadoken beam (block when you touch down!) and if all works well, you'll be teleported out of harm's way! (Of course, this scenerio may seem unlikely, but it's happened to me quite a bit, so I've had plenty of practice.) The one thing that makes this so nifty is that the teleport usually sticks you close to your opponent, hopefully behind. If that's the case, get in a good attack before he's teleported away! This works for any fighter against any foe! Now, if the two fighters are on the very edges of the screen, Spiral might not work very well against the Hadoken. But, you should stay in close at all times anyway, IMO, so that should not be a problem, unless Ryu is on the left or right end of the arena.
A last note: This plan is NOT foolproof. It doesn't work 100% of the time, but it usually does work with me, and it can easily turn the tide of battle. So I don't want anyone flaming me for giving out a flawed plan. I warned you!
Don't let that keep you from trying it, though! I'm also inviting other people to share their strategies, so if you think you're good, prove it!
