dude, just join the phoenix gang, and when u do, go inside at the room where the treasure chest is, and there u will find the other piece, then return it to the Museum of Varrock and the curator guy with give you a certificate to give to the king, when you see that king, talk to him and he will give you 600gp in reward.

just read my post dude, i already have the phoenix half ! i am missing the other clan half, but i can't enter since i'm a phoenix already !
