Well it could be the old voice edited to sound deeper or if he had a microphone and the correct programs, maybe it is Quass' voice???

In mvc2 (i own for dreamcast) Guile is fast and good for combos and charlie is slow but hard hitting other than dat i really noticed the voice but i aint really had the guts to say anything i knew it was charlie because charlies voice but i am very timid.

Guile is more agile.. he has defensive attacks and can barely be countered
Charlie isnt slow and his moves has more range but can be easily countered...
i think thats the only difference between them...
