The cop their is responsible for what happened. He should have told the guy to not get too touchy feely with the dog. The reporter put both of his hands on the dogs face, which obviously made the dog panic. One of the dogs training is probably to bit when a criminal is grabbing his face. Once again, it's retarded people whos fault it is.
