Might be that he doesn't like to show his face. Though in The Street Fighter 2 movie, he has his mask off. After Chun Li "ruins" his face. That's 1 reason why he would be evil. Cuz he's scared for life. He was mad, and wanted to kill her after. Other than that, i don't see a reason for him to be evil.
