Nice, even though I did this sort of thing 1-2 years ago, but it was only for special moves; it's (my list) probably outdated, though. The best way to have the list be correct is to test it out on Ryu, since he has the most normal defense in the game. I don't think you need to use normals, but if you do, then that would be neat (I used just specials annd supers). How did you count the percentage? Did you count how many blocks each person has in a life bar and then count how many blocks where taken out (many times, the number wont be an even one) then calculate the percentage? Well that's what I did as well. If I had more time like I used to, I would be able to help you, by the way, you should also do defense percentage of all characters... for example, Ryu is the most normal defense in the game, so he is at 100%, let's say you do a Shinkuu hadouken on Sentinel and it does 20% on him (25% on Ryu), you take 25/20 = 1.25 * 100 = 125%, that is Sentinel's defense (just an example). It's easier to test this theory out by just using Shinkuu Hadoukens.
