Uh, Token, Ultimate Rugal and God Rugal are the same person. For the Japanese version, he is called God Rugal. For the American (PS2 only) version he is called Ultimate Rugal, because God Rugal is a little sacriligious.

Both Ultimate Rugal and Shin Akuma (your names) appear in any mode (Ratio, 3 on 3, or single match), so long as at least one of the following conditions are met:

You got at least 1,600 points before that battle.
You got a Finest K.O. (see below) at least once.
You got first strike in all but six matches (at the least).

You defeated the mini-boss that challenged you before the final match (either Vega (M. Bison for you) or Geese) (NECESSARY - MUST BE DONE IN ADDITION WITH ONE OF THE ABOVE)

A Finest K.O. is achieved whenever you win by...

Countering a super move with a super move
Countering a super move with a special move
Countering a special move with a level 3 super move

There is one other condition, but I don't remember it.
