how come razz has his own pic - i want one TOOOO!

what puzzels me is that razz gets his own picture or avatar(if you look in the avatar list there is razz's name and his pic)is it there a reason? is it because he like helped the game or something or can you create your own?? im confusing myself plz answer!!! (this has nothing to do about selvin gettin pissed off at me because of the gouki avatar so don't say shit when you don't know what you are talking about!)
