use the rectangle marque tool
block the whole sig with it
you will know whether it is block/highlighted or not
while the sig is highlighted , go to the edit tab at the top , look for stroke
from there a menu would pop up , select the location to inside and pixel to 1px , the colour its your choice.

P.S : Make sure you use a new layer for the border.

i dunt like the shadow u casted on the font.. it really makes it bad... the pic itself is ok but the blurry effect really messes it up... us the wind effect... where the wind blast or w/e it called smudges it to the side... that would b much better... bg 2 plain... and no border... to make 1 px border i got 1 ways 2 do them...
1. select pencil and make it 1 pxl press and hold shift... start from the very edge of a side and while holding shift click and go both ways to make a line, then release pencil and release SHIFT... wut SHIFT dus is it makes sure the line is straight even if youmess up.
2. use the square markee tool and select whole pic then go layer> layer style> stroke... then select colour and pxl 1 and make sure the line is set to Inside and hit ok it should make it 1 pxl all around inside.
