First of all thats not zero...thats megaman's second from and one of the strongest.
Second its not done in photoshop i guess...paint once again...paint kills the pictures...
Really there is nothing to rate...
go to www.adobe.com to tryout the photoshop's once...tryout photoshop elements 2.0
