Cant change avatar or mae sig appear

ost_uid13]For some reason every time I try to change my avatar to costom avatar or change signature it Does not show.
I put te URL of the image for the avatar and dosent show same for my sig. please help me

there is another section for it right but its a technacal proplem so contact an admin -_-
