thats the whole point!
you know what makes a boxing match so exciting?
its not bcoz of the bets the leeches are placing on the fighters, its bcoz both of fighters are on the same category
bantamweight vs bantamweight
heavy weight vs heavy weight
its a fair game and an unpredictable one!

you dont fight someone bigger and stronger than you bcoz you know the outcome

iam not saying you make ryu do xbarrage
or give the sent a web ball nor make ryu jump like spidey
i know every character's differences

what im saying, is make all playable characters have the SAME damaging rate or hits
ryu's hadoken is equals to spidey's maximum spider, etc. both 20 hits (example)

how you win will be based how you strategize
the same as boxing

the whole gameplay would rely on "who gets the first hit"
or how you evade a certain hit
its like both of you are competing for the first kill
thats what im calling "game strategy"
