Akuma and Evil Ryu being playable? Well, for one, Evil Ryu was never in any hyper fighting game, but it could happen. But would the Shun Goku Satsu remain intact with how there aren't even throws?

There are only a few differences between Akuma and Evil Ryu anyways. Evil Ryu isn't any stronger than Akuma, actually.

Special standard attacks

Evil Ryu does not have Akuma's F+MK, but they both have the overhead attack of F+MP.

Special moves

Evil Ryu does not have Akuma's Tenma Kuujin Kyaku or Zankuu Hadouken.
Akuma does not have Evil Ryu's floating version of the Tatsumaki Senpuu Kyakuu.

Hyper Combos

Evil Ryu does not have Messatsu Gou Zankuu or Messatsu Gou Shoryu. Also, he does not have the Tensou Kaireki Jin, but that is not featured in any Hyper fighting game to date.

Both have the Messatsu Gou Shoryu, the Messatsu Gou Hadou, and the Shun Goku Satsu.

Clearly Akuma has the advantage over Evil Ryu. Evil Ryu is, for the most part, a mix of being a clone of Akuma and a clone of standard Ryu. Akuma's power and a few of his Hyper combos mixed with Ryu's standard attacks. All in all, they both aren't that different.
