Since you dont know how to add animations to tags then you should use Animation Shop 3.0. It comes with Paint Shop Pro.

To add animations to banners/tags all you have to do is make the right amount of frames. I can teach you if your using Animation Shop 3. I have IR but never use it. Also if you have yahoo instant messenger we could talk and i could guide you through the process.
