This is what I do on my forum:

If it comes to banishment, I'll do a username ban. Then they'll have to register under a new username. If they are to get banned again, THEN I'll do an IP ban, and that is forever.

And TMy/Lefty/whoever, may I make a suggestion?

I strongly suggest that you guys prune your member list. There are like a thousand ppl in your members list with either 1 or no posts at all. And when I'm trying to search for a particular member or something, this gets VERY irritating to see page after page of nobodys with ZERO posts to their name. Pruning the members list will not only get rid of the riff-raff, but also let the site run a little more smoothely.

just a suggestion, though...
