Some SF characters could, namely Akuma (specifically Akuma actually giving a damn about the fight, a.k.a. Shin Akuma) and Ryu (specifically from SFIII: 3rd Strike). My reasoning for these two is Akuma's obvious power demonstrated in his ability to single-handedly sink an island with a powerful blow to it (SFA2 ending), and Akuma's intense training that he undergoes, including remaining submerged for hours at a time, destroying mountains, and obliterating any innocents that get in the way. I say Ryu as well because it is said that in SFIII: 3rd Strike Ryu has reached the strength he would have if he actually gave into the Satsu no Hadou and became Evil Ryu (which, by the way, is a what-if character; Evil Ryu existed for a split second in SF (one) when his need to win (for the only time in his life) was too great and he gave into Satsu no Hadou to Shin Shoryuken Sagat in the chest, giving him the brutal scar... whew).
I feel that M. Bison/Vega (Vega is Bison's Japanese name) and Gill could survive such hits... but not M. Bison/Vega that appears in the SFII Turbo series, but to understand what I mean, you need to know some of M. Bison's/Vega's (henceforth called M. Bison) story.
Initially M. Bison had both pure and evil. After discovering Psycho Power (and its ability to enhance strength based on the amount of evil a person has), M. Bison split himself into two selves: M. Bison, as seen in the SFA series, and Rose, also seen in the SFA series. Rose is the pure good side of Bison; she seeks his destruction. Bison wants nothing to do with rose, for he is pure evil.
Towards the end of SFA3 everything is going wrong with Bison's plans. Ryu was not suitable for Bison to possess (he seeks a body that can take more psycho power than his own can), Sagat and company snapped Ryu out of it, Bison suffered a vengeful Shin Shoryuken to his face from Ryu, Charlie was ordering air strikes all over the damn place on his Shadaloo base, Chun Li was planting high-explosives around the perimeter, and Cammy and the other dolls (long story, they were going to be bodies to transfer to to try to have more psycho power and were female clones of Bison) had achieved individuality and broken Bison's psychic grip on them and were plotting against him and escaping in the carnage. Somebody, though, shows up on the scene that saves M. Bison... Rose. Rose had come to kill Bison, but because Rose and Bison were once the same person, Bison was able to possess her, discarding his old and severely mangled, near-dead body. Bison escapes, both halves united, rendering his psycho power, which works best with pure hatred, weak.
In the SFIIT series M. Bison's scientists finally develop a suitable male body for Bison to possess. He ditches Rose's body and immediately plots against those who defeated him. Things don't work right, however... before the final match (or immediately after, iffy there), Akuma sees Bison. Akuma senses his strength and decides to test him... and wouldn'tcha know it that Akuma tests people with the Shun Goku Satsu. All of the people Bison killed, and all of Bison's past deeds came back on him and instantly sent his soul to Hell, killing him instantly. Oops.
Now, as for Gill, Gill is a genetic freak... a God of sorts to his followers with control over the elements of fire and ice. Gill could take the #### easy.
So, there you have it... my long-winded explanation on why Akuma and Ryu can take the pain, and why M. Bison and Gill may be able to.
If anybody wants the full story on what happens in the SF storyline regarding M. Bison and the rise and fall of Shadaloo (complicated ####, I REALLY abridged it here), then request it and I'll create a post with it in it for this section.
