why do people that don't really understand this try to answer the question ?

answer:

you browser use the cache to store ALREADY SEEN web pages. those web pages are loaded from the CACHE (HARD DRIVE) if there was NO CHANGE on them. if the browser detect that the web page in the cache is too old, then it will all reload the cache (downloading the web site).

that is why sometimes it goes way fast then when update are met it just redownload the whole thing ! now the fact that the thing takes 15minutes to download is only because your modem is slow !

example:
56k phone modem = 15minutes/5mb
cable modem = 1minutes/5mb

now doe's that answer your question ?
