Ken is, and always has been the best Shoto...i think if TMy wants to add a shoto, Ken should be next, Akuma is too much like Ryu.

Personally, even though Ken is my favorite character...
I think TMy should add another 2-3 chars before putting Ken in the game... 2-3 W/O counting spidey... i'd like to see... Gambit, Cammy, and Magneto... the game is too laggy to put Rogue, or Sabertooth in yet.

after those three...

Ken, Charlie, Iceman, Juggernaught, Storm. and i think Akuma should be one of the last characters added to the game. i like akuma, but TMy would not be able to put in raging demon, not in this lag, it would never work.. you could never land it.
