Well to help with #1, I can only think of how many people have asked for chun li to be invincible while she is starting her hypers (I was one too). It could also be lag.
#2- If that one is literally a bug, then I am missing too much of this game. I have not been caught in one, never caught anyone in one, or seen anyone do that. So it could be lag on either line. But, it could be a small bug. If this doesn't help, then I am sorry, because that is all I can think of at the moment.
