I figured out a trick with Guile...if your far away, and use a Weak Sonic Boom, it travles really slow, and before it hits them, jump towards them and do a Fierce Kick. If they try to jump you'll get them, duck/block get them, and if you connect the Sonic Boom and the Kick both connect at the same time, you have a garunteed Dizzy on them!
