Because it's the PRODUCERS who decide what style it's going to be in. Eminem produced some songs on the album, and if he wants them to be in the present hip hop style, he can do that. If he wants jazz, rock or dixie land he can do that too.

The only thing they have is the recordings of tupac rapping. They don't have any beats or any musical notes. The PRODUCERS are the ones who make it a song and not a recording.

First, you didn't even give any evidence he actually did this. Second, yes, he was in Las Vegas and yes he was a rapper that spent millions of dollers in HOURS. Him taking out a large sum of money would not be unusual.
