Well, the simplest answer I can conjure up from the problems you've just given is that one/more of the cct files required for the game to work is/are curropted.

You'd have to redownload the whole lot of SFO Programs from http://www.streetfighteronline.com/download.htm and make sure you save all of them in one "new" folder. Extract the game and start playing.
