here's your answer:
say you want to pick wolverine first and ryu second.
before picking any character, move over to wolverine
now say you want to pick blonka, which is mp and mk.
push those two down together untill wolverine shows up.
Move over to ryu and do the same, except this time hold down mp and mk untill your helper and ryu show up.
at least that's what I do and I always get the helper I want.
except if my second player in a quick match. It always gives me some crappy ass helper
