I don't consider banners to be art at all! Its only art if you drew everything, colored it in, and without using anything digital(which is why all the banners seem to be the same).

err....winda, art is a very vast spectrum of concepts and ideas
you can say creating a banner is not a formal art but it showcases one's ability to be creative
thus id say creating a tag/banner/avy is part of an art (take note: not entirely an art but we can also say its an art)
