Correction:

In SFA3, Ryu had the Metsu Shoryuken, which started out with a sliding elbow smash and went into a Shoryuken.

In the Street Fighter III series, Ryu had what is said to be the Shin Shoryuken, although he shouts out, "Met... su... Shoryuken!" when he performs the attack.

In Marvel vs. Capcom (I think) and Marvel vs. Capcom 2, Ryu had the Shin Shoryuken. It took three super levels and dealt 80 points of damage to the opponent (about half of the life bar).

In CvSNK and CvSNK2, Ryu had the Shin Shoryuken, and, even when dealt to a ratio one fighter, took off about 60% of the opponent's health.

Anyways, if it were added, there'd be too many people who worked up the super bar JUST to Shin Shoryuken people. It'd be like the Shinkuu-aholics, only every time they slammed a Shin Shoryuken down half your life would go down.
