It is lag..it is CPU/GPU/ISP lag along with frame clipping/dumping.
I currently own a gaming PC...My game does not suffer from the ailments of this post.
Although my last computer did have these problems because it was only a 600Mhz CPU with intergrated 16Meg GPU.
The problem is that 60+% of our players do not have a gaming PC and are using computers of a Pentium 2 class or slower CPU, with intergrated GPU's (wich suck)
...and a PC of that caliber is unable to display the game at it's full running potential, and is forced to dump certain packets of data from RAM in an attempt to keep things "in time".
Regardless of a players PC specs..when a glitch/bug/annoyance like this occures here is why...
The characters 'locational data' has a lower priority than the characters 'super data' priority..your CPU/GPU dumps the lower priority locational data and displays the higher priority super data when it attempts to keep things syncronized in "real time" between the 2 players... and since your PC is already taxed, as well as preoccupied with showing the super data. It omits the characters movement data, and omits to place Ryu at the point where the super is being shot from.
Then we get into ISP lag...
Where packets of locational, super, special, and basic move data are lost on the internet due to slow/taxed/corrupt servers not successfully sending and receiving all the packets of information being generated between the 2 players sychronously.
Hence why you can Shinku Hadoken an opponent many times and they take no damage.
Or..
Why an opponent can be on one side of the screen..then be right next to, or even behind you a split second later.
THEN...
We get into players blocking, matching, breaking and evading each other moves on their side of the game and that data not being displayed on their opponents screen because of my previous statements.
i/e: If you think you can strike your opponent with 10 projectiles at close range without them blocking, breaking, or evading, by your 3rd or 4th projectile...then you've got some training to do.
Lag is a vicious and cruel mistress that rules the internet gaming industry..just gotta learn to deal with it.
