I think it's a bad idea, but how about implenting super cancels, turning your shinkuu tatsumaki senpuu kyaku into a shinkuu Hadouken, or a kikoushou to a hazan retsukyaku. It'll cause way much more lag, and it's pretty cheap in some ways, but it gets fights done faster.
