Making Schools interesting...they have been doing that for years but it is making little progress and costing money in the school's budget.

Yeah it is up to the children if they want to learn a trade but this will motivate some people to change there attitude if they want to survive, And they will have to work harder if they want to get a good job. but what is the point on teaching kids that don't want to, sooner or later they will dropout anywayz but this method cleans out the bad students out faster

The exam will test the intelligence but past teachers will also talk about there behavior in school and the progress they have made, so they can still be in school if they try but if they don't want to behave, learn, or do anything else, then kick them out or teach them a trade that they would like
