well no, spidey isn't a cheap charector, but he can be used cheap, and recentely people have been complianing about cheap spidey users, so what blanka wants to do (blanka is a big spidey user if ya haven't guessed) is make it so that he is greatly harder to use cheaply, and in turn saving the reputation of the noncheap spidey users.
