playing fullscreen doesn't change lag on the other end !
it changes it on your end !

ok tmy i know that you say lag is the same on each end
but i dont think that way ! since there is a client and a server i think the lag can be different on each end !

try this, record a game then look at it and you'll see that what the recorded has is different than what you saw in the match !

at least on my computer so like ####### i think that lag isn't the same on both end !
