Here's my Ryu strategy, against anybody:

When the fight begins, i usually do a super jump, in case my opponent is cheap or a newbie and uses hadoken. Coming down, I usually fire an Air Hadoken, or hit him with a strong kick (L key). Then I try to get in close and do a couple of combos (down and strong kick to knock him off his feet, then an uppercut followed by a Dragon Punch (or whatever the #### you call it). If they can't get a shot off, I'd use a couple of quick, weak punches and/or kicks (U or J Keys). If they begin to fight back, I use another super jump to either do my opening move again, or jump back to fire an Air Hadoken, or an Air Shinku Hadoken (provided my power bar is up). If the opponent uses a lot of ground attacks, i focus mainly on super jumps and the strong kick. As a finisher, i may use a Shinku Hadoken or another strong move. If executed correctly, i'd escape from battle with a near-perfect and as the winner.

However, because of the Jump Lock, i've been forced to cut down on the superjumps. Because of this, I've developed a new Signature Attack of mine. I've been forced to disregard my Do-Not-Be-Cheap tactics, in liu of the many cheap opponents out there. I wait until my opponent is in the corner, as far into the corner as possible, and then duck and unleash a barrage of Weak and Medium punches (the U and I keys), and also throw in some Weak and Medium kicks (J and K keys). If the opponent doesn't have a helper, they're stuck taking hits until I break the move (which doesn't happen until i land about a 30 hit combo) by finishing it off with an uppercut, then a Shinku Hadoken
