Here's my two cents. Tarkan is right about the fireballs. It may be cheap, but sometimes you have to 'fight fire with fire.' I use my helpers sparingly with wolv, usually only if I happen to be losing and they have me in the corner doing berserker barrages over and over (talk about cheap). But if I'm winning, I'll let them hit me with their stupid bitch tactics for a second. There's usually a slight pause right after he does one, and that gives you time to block the next one, and then super jump behind him (and do a super! lol). Or the other method I sometimes use is to wait for that slight pause while blocking, and use light punches while ducking. They're quick, and sometimes can break the endless, monotonous, bitchy cycle. Then while they're stunned from your repeated quick punches, do a hard shoryuken (this will knock them back, and allow you to start your own cheap cycle of endless fireballs :-). When you see them starting to get too close, do a super jump, pay special attention to where the little arrow underneath you is pointing (which signifies which direction they are facing, for all you noobs) and try to land behind it. Also you have to be good at predicting lag when you fight wolv, because he has that running shit and tends to dance all over the screen. If I happen to be losing the match and they have me in the corner, then I'll bust out the helpers and quickly do a hard shoryuken to knock them back. But as for the drill claw, you've got me there, #######. That's got to be the cheapest move in a game EVER (next to berserker barrage, of course :-) One other thing I've noticed about wolv, and this only happens when I fight EXTREMELY cheap players... he seems to have a quick punch move that when utilized in the corner once you are stunned, is unblockable. They'll sit there and do that over and over for about a thousand times before you can do anything to try to get away.
