Ok, I guess I can help a little bit. The answer is Experience. You can't master soemthing unless you work hard to do so. I can tell you one thing that I use...here goes...

The main feature that I use is the 'Filters'. Try workin with 'Clouds' and 'Difference Clouds'. Go to Image - Adjust - Levels and mess around with it..change the colors with the 'Color Swatch'. After that just play around with the filters...add some waves and wind..and so on...have fun!
