Actually, the real difference between Falco and Fox, is their speed and strength issues, as well as which attacks cause critical damage. For example, Fox's down-A attack isn't as powerful as Falco's down-A attack, because Falco's attack is a slash attack while Fox's is just a mild strike. Falco's also heavier than Fox, can't go as far as fox can in the air (that requires agility), and falls way faster than Fox. Fox, on the other hand, has a lot of speed, but that effects his attacks very much. If you can't land the attacks, or use them correctly, you may end up plunging past the opponent and to your doom.
