Guile's theme is a very nice tune that has been smoothly placed together in a sort of martial melody. The beats and the mild little sounds that can be heard in the background of the theme also add quite a bit to the complex beauty of it all.

However, Blanka's theme is very wild, and somewhat crisp. Even after it ends, the tune will (usually) stick in your head infectiously, which is always good with music. Also, the Amazonian Jungles style of the music does allow free movement of any type during the entire song; which is to say, you could dance in any way possible to the beat without dancing too awkardly. Therefore, I'd have to say Blanka's theme is better.

...And Saijin, Blanka did study music, and he is an excellent Musician himself. I believe he would know his tones and beats just as well, if not better, than anyone who has written music as a profession.
