Hmm well, seeing as ive never used any other version of photoshop besides 7.0 i cant really give a full judgement as i dont know how limiting the program may be but i'll just give basic criticism..
Well to start off, when i look at it, what i see is basically a big mess..it really does look like something that i would find at the bottom of my bin...in a nice way tho....oh wait no that cant be nice. Anyway, there's no sense of direction, what i mean by this? Well, as you can see good banners, usually provoke an image or a key point on the banner, YOUR banner does not do this,
all im seeing is random squiggily lines and hmm a blue splodge in the middle...i have no idea why, but...no no, not attractive. And that picture of the teenage mutant ninja turtle.. it kinda works well with the green background, but then again the background is poor so it doesnt do the picture any favours in that sense.
Im not exactly sure what you were trying to do with the interface around the banner, but that really is not a good idea, i like that you were trying it out, but first try and get the basics of good background making and placement first, then you can look into doing interfaces and such, oh and stroking (1 px border) the interface would of done it favours instead of how it is now...pretty sloppy.
Oh and... lol wingdings. Good effort, but keep at the things i mentioned.
